Delegate Allocation Method: Winner-take-all if Majority, otherwise proportional allocation. If the candidate having received the highest number of votes has one more vote than half of all votes cast for candidates, then the candidate receives all of the delegates. Otherwise, the delegates are awarded proportionally.A candidate must receive a minimum of 20% of the vote to receive delegates. (all votes from candidates receiving less than 20% are discarded when calculating the allocation of delegates)
13 at-large delegates: If a candidate receives a majority of the vote, that candidate is awarded all 13 delegates. If no candidate receives a majority of the vote, the 13 delegates are allocated proportionally to candidates based on the percentage of votes received statewide. A 20 percent minimum threshold is required to receive delegates.
27 district delegates (3 for each of the 9 congressional districts): For each district, if a candidate receives a majority of the vote, that candidate is awarded all 3 delegates.
