Increases state revenue $175 million annually via higher tobacco tax, levied for health-related purposes; amends constitution to increase tobacco tax by 3 and 2/10 cents per cigarette, effective January 1, 2005. Requires that certain percentage of tax be directed to the Children's Basic Health Plan, in order to expand eligibility and increase enrollment.
